The original requirement for developing PCV driving standards was a European Directive for a commone licensing system for drivers. The EU Directive makes it compulsory for drivers of lorries, buses, coaches and minibuses (when being uses for hire and reward) to hold not only a driving licence but also a Certificate of Professional Competence (CPC) for drivers. This will be obtained by completing an initial qualification (Level 2 NVQ PCV driving) or through periodic training. Go Skills have developed the standards and will be supporting this qualification. If undertaken as an NVQ only (such as through Train to Gain) then the approximate duration is 20 weeks.
